This letter is to inform you of TVA's decision to commence an orderly shutdown of unit 3 no later than September 6, 1983 for the purpose of inspecting piping for possible cracking as a result of Intergranular Stress Corrosion Cracking (IGSCC) in lieu of our presently scheduled November 11, 1983 shutdown.
In light of the increasing questions in the last few weeks and TVA's safety first policy, we believe it would be prudent to shutdown and inspect the unit to alleviate the doubts regarding piping integrity.
This decision is based on unit 3 not having any inspections which meet the intent of IE Bulletins 82-03 or 83-02. The extent of our proposed inspection on unit 3 has not yet been defined, however, we will stay in touch with NRC regarding the extent of the examinations and evaluation of the results.
