Docket Nos.60-361 and 50-362 San Onofre Nuclear Generating Station Units 2 and 3 By letter dated March 11, 1983, Mr William R. Gould, stated that SCE would engage the services of a qualified outside firm to independently assess all aspects of our organization and programs to start up Units 2 and 3 and identify ways to improve operation of tne San Onofre Nuclear Generating Station. This action resulted from a meeting neld Marcn 7, 1983 at the Region V offices among SCE senior management and Messrs. R. H. Engelken, R. C. DeYoung and J. C. Crews. Subsequent to tnis meeting, SCE retained Management Analysis Company (MAC) to perform this assessment and make reconnendations for improved performance.

MAC documented the results of their work in a report dated June 3, 1983 and entitled " Recommendations For Improvement of the Operation of San Onofre Nuclear Generating Station, Units 2 and 3". Ine report identified eight principal problem areas and made ten broad major recoinnendations and forty-eight associated specific reconnendatiors. A copy of tne MAC report is included as Enclosure 1.

Although SCE had already recognized the need to deal agressively with many of these issues, additional immediate action was taken to respond to the report. We nave developed and initiated 103 specific action items to address each of the forty-eight recommendations in the body of the MAC report. Approximately 407, of the action items were underway prior to issuance of MAC's report. Tne eight principal problem areas and ten major recommendations are fully addressed by the forty-eight specific reconnenda ti ons. Each action item developed in response to each reconnendation was assigned to responsible individuals and are discussed in fool 8308230211 830817 ( (
