Enclosed for your information are two reports that have been sent to the Brenner Board. (The initial report was sent yesterday, August 15, and the supplemental report was tele-copico earlier today, August 16.) The reports are about a l

l failure in the crankshaft of Emergency Diesel Generator 102.

This development indicates that there will be some delay in the resolution of safety issues involving the diesel genera-tors. LILCO believes, however, that this delay should have no impact on the schedule for the emergency planning issues. The cho!oo$$p PDR 3 303

LILCO REPORT AND REQUEST FOR TEMPORARY DEFERRAL Late in the day on Friday, August 12, 1983, Emergency Diesel Generator 102 was undergoing tests following the installa-tion of new cylinder heads. In the course of the. test, the engine experienced vibration and load fluctuations. The operators reduced load and then removed the engine from service. The engine was allowed to cool overnight and, on Saturday morning, August 13, it was examined. The inspection revealed a failure in the crankshaft in the vicinity of the no. 7 cylinder.

Evidence of the failure was a crack that completely severed the shaft. An investigation of this failure is underway.

The cause of the crankshaft failure is not yet known, nor does LILCO know at this time how soon it will be possible to reach a conclusion concerning the cause or the ramifications of the failure. In light of all this, LILCO believes it is T #AO y

appropriate, and therefore requests, that the schedule for litigation of the cylinder head cracking issue, including the filing of testimony, be held in abeyance temporarily until more can be learned about the crankshaft event. On the basis of a telephone conference with Mr. Daniel Brown, Law Clerk to the Board, and all parties, LILCO believes the Staff and the County concur that this is appropriate. LILCO suggests that a telephone conference of the Board and parties be scheduled at a time convenient for th'e Board on Friday, August 26, 1983 for the purpose of considering an appropriate schedule.
