Pursuant to the procedures outlines in Licensee counsel's letter to the Appeal Board of October 1, 1981, the following facts with respect to personnel changes since the close of the record on management issues are provided for the Appeal Board's information and the information of the parties to the TMI-l restart proceeding:

group of the TMI-l Radiological Controls Department.

Mr. Dubiel has left Licensee's employ.

The current head of the TMI-l Radiological' Engineering Group is Mr. Roger P.

Shaw.

As indi-cated in the attached resume, Mr. Shaw has a bachelor of science degree in nuclear engineering technology, with a minor in health physics.

He also has had extensive post-graduate health physics training.

Prior to joining GPU Nuclear in March, 1982, Mr. Shaw worked in the field of radiological safety at Battelle-Pacific Northwest Laboratories (1980-1982), and at Rockwell Hanford Operations (1976-1980).

As stated in Licensee counsel's March 11, 1982 letter to the Appeal Board, Dr. Robert Long was appointed the acting i

Vice President of Nuclear Assurance in March of 1982.

Dr. Long now has permanently assumed that position.

as the Director of Training and' Education is Dr. Richard P. Coe.

Like Dr. Long, Dr. Coe is an experienced educational professional.

As indicated on the attached resume, Dr. Coe has worked as an educator in both academic and industrial settings.

Within the TMI Training Department, the following personnel changes have been made:

The Manager of Plant Training, i

Dr. Ronald Knief, whose qualifications are discussed in the i

Management PID at 1 173, has assumed the position of Manager, Special Projects.

In this capacity, Dr. Knief will continue f

to report to the Director of Training and Education; however, l

he will be concentrating his efforts on the development of j

resource materials, such as the TMI-l Plant Systems Training Manual, simulator training program development, testing practices i

and instructor development.

Dr. Knief will continue to teach courses within the TMI Training Department, specifically, Reactor Theory, Criticality Safety and Accident Analysis.

Replacing Dr.

Knief as the Manager of Plant Training is Samuel Newton, whose qualifications are summarized in the Management PID at i 175.

Replacing Mr. Newton as the Operator Training Manager is Bruce P.

Leonard, who has been working for Mr. Newton as a technical programs specialist.

Mr. Leonard, like his predecessor Mr.

Newton, has a bachelor of science degree from the U.S. Naval Academy and is a graduate of the Navy Nuclear Program.

Mr. Brown's replacement as Supervisor of Licensed Operator Training is Mr. Edward J. Frederick.

Mr. Frederick has worked at TMI-l and TMI-2 as an instructor and in a licensed operator capacity.

He is a U.S. Navy. Nuclear Progran graduate.

Frederick's former position as the Supervisor of Non-Licensed Operator Training now has been assumed by Mr. Charles Husted.

One of the subjects in controversy during the Reopened Proceeding was the so-called VV and O incident in 1979.

In April of 1983, Mr. VV submitted his resignation; he no longer works for GPU Nuclear or any other GPU subsidiary.

Nine additional operators recently passed the NRC's i

licensed operator exams, bringing the total number of TMI-l reactor operators to 21, along with 21 senior reactor operators.
