VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 RESPONSE TO SSOMI FINDING MS-01 PHYSICAL SECURITY PLAN - REVISION 32 The adequacy of the security protection afforded to certain locations outside the protected area at North Anna Power Station Units 1 and 2 was raised in Finding MS-01 of the NRC's Safety System Outage Modification Inspection (SSOMI) Report (50-339/89-200) dated June 26,1989. In our initial response to Finding MS-01 by letter dated August 23,1989 (Serial No.89-503), we stated that the level of protection was in compliance with the current security plan commitments approved by the NRC. In l your response letter dated April 25,1990, additional information was requested as to why this issue should not be a concern. Additional information was provided in l Virginia Electric and Power Company letters dated June 15,1990 (Serial No.90-264),

February 23,1991 (Serial No.91-056), December 6,1991 (Serial No.91-715), March 27,1992 (Serial No.92-041), December 14,1992 (Serial No.92-726), and February 2,1993 (Serial No.93-028). Upon review of the additional information, NRC determined that final resolution would depend on the results of a NRC Operational

, Safeguards Response Evaluation (OSRE) which would evaluate the readiness of North Anna's on-site security forces to respond to an external threat. An OSRE was conducted on November 12-15,1991.

l l The NRC's conclusions associated with the OSRE were documented in Safety l Evaluation Report (SER) dated January 9,1992. In the SER, the issues identified in l SSOMI Finding MS-01 were considered closed. The NRC concluded that Virginia Electric and Power Company had provided a level of protection such that additional upgrades would not provide a substantial improvement in security effectiveness at North Anna. These conclusions were confirmed in conference calls on December 7, 1993, and December 22,1993, between Mr. R. B. Manili, Mr. R. J. Dube, and Mr. P. F.'

I l-i Pursuant to 10 CFR 50.54 (p) (2), Virginia Electric and Power Company hereby submits the enclosed changes to the North Anna Power Station Physical Security Plan. These changes reflect the conclusions made based upon the results of the OSRE and other unrelated changes made to the plan. A description and justification of the changes are enclosed. We have determined that these changes and clarifications do not reduce the effectiveness of the plan.

The resolution of SSOMI Finding MS-01 and the submittal of Revision 32 of the Security Plan should assist in the review and approval of Revision 28 of our Physical Security Plan. Revision 32 removes those portions of Revision 28 which addressed locations outside the protected area.
