Dear Mr. Collins:
As you are aware, NUREG-0654/ FEMA-REP-1, Rev. 1 es-tablishes that written agreements are an integral part of emergency response planning.
Criteria A.3 of NUREG-0654/
FEMA-REP-1, Rev.. 1 directs that the agreements shall identify:
(1) the emergency measuies to be provided, (2) the mutually acceptable criteria for their imple-mentation, and (3) arrangements for exchange of information.
Any limitations to supporting group action should also be included.
The District believes wording such as "this agency will provide any resources under its authority in response to Fort Calhoun Station radiological emergencies" and "this agreement shall be effective until such time as regulations of the NRC/PEMA permit modification or termi-nation" are appropriate ways to fulfill general agreement criteria.
The present letter of agreement the District has with your response organization is attached.
Please review it in order to verify its accuracy and conformance to the A.3 criteria guideline.
If the stated conditions are no longer valid, you are requested to provide a new letter of agree-ment stating the correct response capabilities.
If the conditions in the attached letter of agreement are still accurate, it should be re-signed, dated, and returned to'the District.
