Dear Sir:

The NRC was notified of a potentially reportable deficiency in the referenced telephone conversation. At that time, it was estimated that a determination of reportability would be made within thirty (30) days.

Due to the extensive investigation and evaluation required, an Interim Report is attached.

It is now expected that this information will be finalized by_ June 28, 1983, at which time a complete report will be submitted, Very truly ours, I

POTENTIAL PROBLEM' During'electricaligeneric testing of the Class IE standb'y generation portion of the Unit 1 B Train Diesel Generator, a

= Differential Relay (Westinghouse Type SA-1, Part No. 290B225A10) wasEfound to have leaking internal _ capacitors. ' Replacement of this

' Differential Relay with a Unit 2 Differential Relay was performed with the result that the replacement was found.to contain the same deficiency. ' Inspection of the remaining'two (2) Westinghouse Type SA-1 Differential _ Relays in Units 1 and 2 Diesel Generator Class 1E standby generation systems showed this deficiency to exist.in all four (4) of the subject relays _(documented in Nonconformance Report SE-1676).

APPROACH TO AND STATUS OF. PROPOSED RESOLUTION Bechtel Engineering is currently corresponding with'Co'oper Energy L

Services to' disposition this condition.

III. PROJECT COMPLETION OF CORRECTIVE ACTION AND SUBMITTAL OF THE FINAL REPORT

- Evaluation of this condition and submittal of the Final Report is forecast to be completed by June 28, 1983.
