Dear Mr. Denton:
Attached herewith are 20 copies of Revision 8 to Duke Power Company's report, "An Analysis of Hydrogen Control Measures at McGuire Nuclear Station". This revision provides additional information in response to Staff positions trans-mitted by Ms. Elinor G. Adensam's letter of March 16, 1983.
The attached Revision 8 also includes information addressing Staff concerns on equipment survivability during hydrogen burn events.
During the NRC Staff review of the procedures for the hydrogen mitigation systems, several areas were noted where improvement could be made. As a result, Duke Power Company will make the following changes:
1)
Include a step in the Inadequate Core Cooling Emergency P~rocedures to verify that the hydrogen mitigation system is energized;
- 2) Add an attachment to the Loss of Coolant Accident (LOCA) Emergency Procedure which provides more detailed instructions on energizing the hydrogen mitigation system;
- 3) Provide clear labeling / marking to all the breakers for the hydrogen mitigation system; and
- 4) Provide control room indication of hydrogen mitigation system status.
On January 28, 1983, Power Systems (a division of Morris Knudsen) reported to the NRC a possible Part 21 deficiency associated with the General Motors glow plug used in hydrogen igniter assemblies. This problem was identified during component testing and was found to be due to a change in the glow plug manu-facturing procedure by General Motors.
This report was discussed with Power Systems and it was determined that the change in manufacturing process for the glow plugs was made by General Moto in June, 1982. All glow plugs manufactured prior to that time are of brazed construction and ate therefore not subject to the deficiency reported to the NRC.

Denton, Director April 22,1983 Page 2 The hydrogen mitigation system in both McGuire 1 and McGuire 2 contains glow plugs manufactured prior to June, 1982, and are therefore not affected by the reported deficiency. We have also verified that our spare parts stock contains none of the affected units. Accordingly, the Part 21 report issued by Power Systems is not applicable to McGuire Nuclear Station.
