Alabama Power Company, as holder of the licenses for the Joseph M. f arley Nuclear Plant (FNP), Units 1 and 2, hereby submits the enclosed application for amendment of facility Operating License Nos. NPf-2 and NPF-8 for FNP Units 1 and 2, respectively.

This application requests Nuclear Regulatory Commission approval for Southern Nuclear Operating Company, Inc. (Southern Nuclear) to become operator for FNP and to have exclusive responsibility and control over the physical construction, operation, and maintenance of the facility.

Alabama Power Company will continue to be the owner of the facility.

Alabama Power Company and Southern Nuclear are wholly owned subsidiaries of The Southern Company.

Southern Nuclear was formed in December 1990 for the purpose of consolidating into a single organization personnel within the Southern electric system engaged in nuclear operations, in order to achieve a higher degree of performance in multiple-unit nuclear operations.

The proposed license amendments involve no change in plant ownership or entitlement to electric power, and no significant change in nuclear personnel or support organizations.

When these amendments become effective, the on-site nuclear generation organization will be transferred intact to Southern Nuclear.

Pursuant to 10 CFR 50.4, the signed original of the Application to Amend facility Operating License Nos. NPF-2 and NPF 8 is enclosed and the appropriate copies will be distributed. Attachments A, B, C and D of this submittal are attachments to the Application.

Attachment A contains a signed certificate of concurrence from Southern Nuclear Operating Company providing Southern Nuclear concurrence in and support of the filing of this amendment by Alabama Power Company.

Attachment B contains the required significant hazards analysis pursuant to 10 CFR 50.92.

Based on the analysis provided, Alabama Power Company has determined that the proposed changes to the operating licenses (including 910913000", 9 K606

Nuclear Regulatory Cutnission Page 2 May 6, 1991 Appendices A and B to the operating licenses) will not significantly increase the probability or consequences of an accident previously evaluated, create the possibility of a new or different kind of accident from any accident previously evaluated, or involve a significant reduction in a margin of safety. Accordingly, it hks been concluded that the proposed changes do not constitute a significant hazards consideration.

Attachment C contains the proposed changes to the operating licenses (including Appendices A and B to the operating licenses) necessary for Southern Nuclear to become the operator of FNP.

Attachment D contains the wording changes of proposed operating license changes previously requested by Alabama Power Company and currently before the NRC. As part of the issuance of this proposed amendment, the NRC is requested to consider these changes.

A copy of these proposed changes is being sent to Dr. C. E. Fox, the Alabama State Designee, in accordance with 10 CFR 50.91 (b)(1).

The Plant Operations Review Committee has reviewed and approved the proposed amendments and the Nuclear Operations Review Board will review these proposed changes at a future meeting.

Regulatory reviews and/or approvals in addition to that of the NRC are required before Southern Nuclear e.an become the licensed operator of FNP.

Alabama Power Company therefore requests that the Safety Evaluation Report be issued separately from the license amendments. Alabama Power Company requests that the Safety Evaluation Report be issued by September 1, 1991.
