APR I 21983 The Director of the National Park Service is pleased to inform you of our determination pursuant to the National Historic Preservation Act, as amended, and Executive Order 11593 in response to your request for a determination of eligibility for inclusion in the National Register of Historic Places. Our determination appears on the enclosed material.

As you know, your request for our professional judgment constitutes a part of the Federal planning process. We urge that this information be integrated into the National Environmental Policy Act analysis and the analysis required under section 4 (f) of the Department of Transportation Act,if this is a transportation project, to bring about the best possible program decisions. .

This Jetermination does not serve in any manner as a veto to uses of property, with or without Federal participation or assistance. The responsibility for program planning concerning properties eligible for the National Register lies with the agency or block grant recipient after the Advisory Council on Historic Preservation has had an opportunity to comment.

We are pleased to be of assistance in the consideration of historic resources in the planning process.

Built in 1882 as a Southern stone "I" house with Italianato features, the senjamin Alay liouse is not eligible for the National Register as a distinctive;cxumpleo' f its style, period, and method of construction. Due to the extensive remodeHing,iind enlargement of the house in'1937, it no longer possesses integrity of werkmanship, overall design, setting, feeling, and association. The building's architebtural merit has seriously been compromised by the raising of the 2nd story, which eritalled the addition of four windows, the noticeable reworking and elimination of origmill stonework,' vertical extension of the front facade, oud ra'Ang of the roofline. Furtherniore, the encasement of the historic stone'honse Isi the larger frame house and the addition of the front porch have obscured the resderce's identity as a significant 19th-century type, style, and method of construction in Texas.
