Dear Mr. Stolz:
On July 16, 1980, (Serial 631) Toledo Edison submitted a letter to Mr.
Robert Reid responding to several questions related to start-up testing at Davis-Besse Nuclear Power Station Unit No. 1.
Included in these questions was one (Question No. 4) concerning the performance of symmetrical ejected rod worth testing.
In the response to this question, Toledo Edison justified not performing the symmetrical ejected rod worth testing by citing two reasons, one of which was " elimination of the cross-core shuffling" of fuel assemblies.
This statement was inappropriate. Toledo Edison did not eliminate cross-core shuffles at Davis-Besse.
Toledo Edison still does not necessarily perform the symmetrical ejected rod worth test because it provides only a preliminary indication of quadrant power tilt. The information supplied by this test can be supplied by other tests, among them low power core symmetry check which is performed during the inital start-up from refueling. This test, however, still provides only a preliminary indication of quadrant power tilt. Any true tilt would be confirmed by examining the power distribution data at 40% full power. As stated in our July 16, 1980 letter, this test is performed in all refueling start-ups. Toledo Edison feels this testing is suf ficient to replace the symmetrical ejected rod-worth test.
