Dear Mr. Denton:

Pursuant to 10 CFR 50.59, Commonwealth Edison proposes to amend Appendix A, Technical Specification to Quad Cities Station Units 1 and 2 Operating Licenses DPR-29 and DPR-30, respectively. This amendment, Attachments 1 and 2 to this letter, proposes changes to the Technical Specifications and Bases to incorporate Radiological Effluent Technical Specifications (RETS).

TbSse proposed changes have received On-Site and Off-Site review and approval. This is a revision to a previous draft submittal trans-mitted per Reference (a) and incorporates comments made by your staff and its consultants, EG&G Idsho, in a February 18, 1983 meeting. Commonwealth Edison feels this revised submittal meets both your staff and consultant's concerns and, therefore, is submitting this as a proposed change to the Technical Specifications.

Due to the magnitude and number of requirements this proposed Technical Specification would impose on quad Cities we request that, if accepted as is, this proposed Amendment be made effective 6 months after NRC approval. This is necessary to allow us sufficient time to implement all the changes necessary to be in full compliance.
