Overview of Indian Point 2 Exercise Maren 9, 1933 Essed on the attached information and personal obser-vation previous to -he exercise plus the day of the exercise, I subnit tnic repcrt fer your consideration.

During the exercise on March 9, : was particularly interested in observing tne following areas:

1o In an emergency operation of any. type particularly re-garding an incident at Indi.an Point, tne Public Infor-mation Office has the responsibility to get the correct information and appropriate decision information to the public.

The principcl problem wns delay in getting information from the decicion makers before releasing to the public the correct information.

ACCIDENT ASSESSMENT Due to the fact the State assessment team was not notified in a timely manner, this operation was delayed for longer than should be' considered safe for_ emergency personnel and the public.

When they were finally notified and arrived on the scene at the E.O.C.,

tne assessment team was able to function.

EXECUTIVE-DECISION MAEI"G In this area of the exercise the Deputy Director of the Southern District responded in a timely fasnion.

He was

'in radio contact with Rockland E.O.C. from the time he left his home in Poughkeepsie until his arrival and was in enarge of the operation until the District Director arrived on the scene and took charge.

The Director of the Southern District used the information provided to him from his support units to base his decisions and only a few timec during the exercise did it appear to =y observations tna he was naving sore sinor difficulties.

The Executive hotline syctec functiened as designed and was very useful during the exercise.

Dr.

Axelrod was coordinating the operation in Albany on behalf of the Governor and was very precise with direction.

My =ain concern in this area was the fact that the decision recuested regarding the closing of schools did not co=e in a =cre timely fashion and ne Director should have ordered the closing

.of the Palisade Interstate Parkway sections at the ti:e of the evacuation.

As this is =y function during disaster cperationc, I was primarily interested in this area.

It dicturbed me a grea; deal that this function was not as well performed ac : nad anticipated.

It is to be expected, nowever, that two total strangers to a county could not fulfill the functions of this operation.

The Operations Coordinator has to trief hic cupport personnel often on what is taking place, what resources are required, what is available and must conc:antly interact with the entire operation team.

My opinion was thic area cf the S.ta te ' s operation wac far lesc than could be ex pe c t,ed.

Often the Operation Coordinator hac to draw cut fro: his suc;cr;ing perconnel those resourcec to get the emergency contrcilea.

The Operations Coordinator has to be cognicant of every acpect of the plan.

It ic nis recponcibility to keep the Chief Executive Officer and all tnose involved, aware of wna; is gcing on.

y-STATE FOLICF FUNCTICNS The only observations that I reviewed of the State Police function during the exercise was in relation to:

o Security.

o Communications.

It is my opinion both of these areas went extremely well.

COIICLUSION:

It is my opinion:

o The County of Rockland perconnel could perfor= tne operations that were re-quired in this exercise.

o Consideration cust be given the State Response Tea = due to tne confusion caused by the nu=ber of cpectators allowed for this exer cise.

o By my observations, I will sub=it recommendations related to security, revicions in our draft in an atte=pt to overcome wnat I reviewed as short comings of cpecific areas.

o In discussing the plan with other county observers and efficials, we must develop a training program for our recponding county agencies.

Many of our county tersonnel do not understand what their

' role and responcibilitles entail or where to go for additional resources in a time of disasters.

Rockland County Role March 9, 1983 At approximately 6:30 A.M.

I was advised by the Sheriff's Communication Center at Pocona via the paging system to call by phone County Communication.

I prompt]y contacted Communication and received the following infor=ation:

The County Communication Center had been notifiec by Indian Point #2 via the Radiological Emergency Co==unication System.(RECS) that an unusual avent had been declared by the utility at Indian Point #2.

Ine Utility Controller stated a worker at the Indian Point #2 had been injured while fighting a fire on site, became contaminated and was being transported to a local hospital by ambulance.

As this' was all the infor=ation available at this time,I told Sheriff's Co==unication I would respond to Pomona.

I notified Edward S=ith who has been assisting in prepara-tion of this exercise to respond to the E.O.C. in Pomona.

Enroute to the E.O.C. I contacted Sheriff's Communication and advised them my estimated ti=e of arrival was 12 minutes.

They reported to me no further information was yet avail-able from Indian Point #2.

Upon arrival at the E.O.C. I contacted Indian Point #2 4

. Control Roo= and received information that as a result of the fire they had lost offsite power and a diesel generator had failed to operate.

Thic safety degradation of the plant required the County E.O.C. at least to be put into operation in as much as it had prepared the E.O.C. for use and notifi-cation.of county key personnel to be advised as to what was happening.

Thic task was initiated at 7:10 A.M.

by Hed Smith, Don Hastings and myself.

The E.O.C. was ready for operation by 7:1S A.M. and count;. Key perconnel - Hastings.

McGuire, Hyman, Reisman, Goldrick, were all advised.

At 6:55 A.M.I notified Southern District Director Roy Erlandson at.his home of the situation ~and position of Rockland' County.

I requested State assistance at this time._ 7:59 A.M.

I-received via the-telex hand copy of the State declaration of a disaster in Rockland County.

. Deputy Director of Southern District Joe Paolone advised us by radio he was enroute_to our location and would remain in radio contact.

During.this entire period of. time we were in contact with Indian Point #2 control room, State Warning Point and Southern District.

At 0715 A.M.. Indian Point #2 Control Room sent additional information that the controller declared an alert emergency due to the fact they were experiencing problems with a pump in the_ reactor coolant system.

They indicated no release of radioactivity at this time.

No weather con-dition was available at-this time.

County officials were notified of change in classification and the county alert

-list called.

The only county personnel that actually responded to t:1e E.O.C. at tnis time were Dr. Hyman, Don Hastings, Don McGuire, as previously mentioned.

All,those on the alert list staff were contceted and advised.

State of New York was advised of status.

At the notification of the alert classification, the State was advised to close schools within 5 miles of Indian Point

  1. 2 in Rockland County.

This action took until 8: 30 A.M.

when the order was released.

At approximately 8:10 A.M.

the State police security team answered and requested everyone to leave the area until they could insure.that onlf properly identified personnel were in the E.O.C.

I immeciately placed the County Warning Point on notice to monitor the R.E.C.S. line and requested the State Warning Point to send hand copy via the telefax of any additional information.

This action was maintained until state support was available to monitor the information from the plant.

We kept all information and data received in order whereby it was presented to State assessment team members upon arrival.

At precisely 9:00 A.M. my normal duty reporting time, I advised all present that Rockland County personnel could no longer take any actions indicated with the exercise except to o 'o s e r v e.

At approximately 6:30 P.M.

the County E.O.C. was secured, all equipment put in place and the area restored to normal day to day operational level.
