This communication responds to a letter dated April 12, 1983, submitted by'Mr. B. A. Matthews, Authorized Representative of the Hartsville Group, to the members of the Licensing Board. Hetrick April 13, 1983 Page Two Steam Generator Repair Report would make clear Carolina's intent to store the replaced steam generator lower assemblies on site. He then adds without explanation the statement that Revision 1 "does not accomplish that." We are at a loss to understand this comment. Revision 1 clearly states at page 4 that the lower assemblies will be stored on site until decommissioning or until the difficulties of shipment to a burial site are diminished making the option feasible. Page 55 states that, after consider-ing the five disposal options described in the Report, Carolina will proceed with Option 3, i.e. "long-term intact on-site storage." The possibility that the lower assemblies may at a later date (when radioactive contaminants will largely have decayed) be shipped to a burial ground prior to decommissioning does not alter the character of Carolina's present proposal. Mr. Matthews next notes a change in Revision 1 which states that Carolina has under consideration sleeving of the steam generator tubes as a viable interim solution to tube leak-age. This change was made because Carolina's management has recently instructed its staff to evaluate further the sleeving alternative to make sure that all options are fully considered. In answer to Mr. Matthews' question it is not the intent of Revi-sion 1 to amend Carolina's application to allow for sleeving. Should Carolina decide on a sleeving program, a new application would be submitted to NRC and the Board and parties would be promptly notified. Sincerply, j ,
