Docket No. 50-362 30-Day Reports Licensee Event Report Nos.83-030 & 83-031 San Oncfre Nuclear Generating Station, Unit 3 Pursuant to Section 6.9.1.13.b of Appendix A, Technical Specifications to Facility Operating License NPF-15 for San Onofre Unit 3, this submittal provides two required 30-day written reports and copies of the Licensee Event Reports (LER) resulting from separate incidents involving Limiting Condition for Operation (LCO) 3.3.3.7, associated with Fire Detection Instrumentation.
Enclosed LER's83-030 and 83-031 address these events.
These reports are delinquent due to an administrative error in evaluating the event for reportability.
The reporting requirements for the fire protection systems are different between the Unit 2 and 3 Technical Specifications and personnel mistakenly evaluated the event only with respect to the Unit 2 reporting requirements.
A similar error in reportability was discussed in LER 82-011 -(Docket 50-362).
Although personnel were instructed in the difference in reporting requirements between the Unit 2 and Unit 3 Technical Specifications, the repetition of this error has indicated the need for more comprehensive training.
This training is being provided.
An amendment application to Unit 2 Technical Specifications which will make the reporting requirements for such events identical in both units, has been under review by NRC since November 1982.
NRR approval is expected in the near future and will eliminate this potential for misunderstanding.
