Alternative to Supplement 1 of NUREG-0737 Table 1, (Generic Letter 82-33)

December 17, 1982 As suggested in NRC Generic Letter 82-33 and the Fermi 2 Safety Evaluation Report, Supplement 3 (NUREG-0798), Detroit Edison proposes an alternative for implementing the guidelines for an EOF as described in Supplement 1 of NUREG-0737, Table 1.

Detroit Edison has a completed EOF as described in the FSAR, Appendix H. III. A. I.2, and letter EF2-62,262 ( April 15, 1983). The facility is located in the lower level of the Nuclear Operations Center on owner-controlled property approximately 6,000 feet (1.1 miles) southwest of the Fermi 2 reactor.

The EOF is equipped with ventilation isolation and HEPA filters.

The concrete shield walls provide a protection factor of 20 based on the attenuation of 0.7 MeV gamma radiation.

The following factors were also considered:

Annual average X/Q and D/Q values in the SW/WSW sectors are o

among the lowest for the site.

o Radioactive effluents are released from the containment through the Standby Gas Treatment System and iodines are removed by the charcoal filters at an ef ficiency of 99%.

Mr. B.J. Youngblood EF2 - 62,467 Page 2 An alternate EOF has been selected at Detroit Edison's Wayne / Monroe Division Headquarters, 26 miles northwest of the Fermi 2 site.

The facility has adequate communications equipment and sufficient space to accommodate the additional personnel required for continuity of dose projection and decision-making capability. Portable equipment will be provided for the personnel to perform their assigned functions.

Additionally, the Wayne / Monroe Division Headquarters is readily accessible from several directions, including Fermi 2 via Interstate freeways and Michigan highways.

Detroit Edison believes the alternate EOF, located 26 miles from Fe rmi 2, me e t s the intent of Option 1 of Table 1 in Supplement I to NUREG-0737 and requests that an exception be made to the 10 to 20 mile guideline.
