Dear Sir:
The NRC was notified of a potentially reportable deficiency in the referenced telephone conversation. At that time, it was estimated that a determination of reportability would be made within thirty (30) days.
Due to the extensive investigation and evaluation required, an Interim Report is attached. It is now expected that this information will be finalized by June 14, 1933, at which time a complete report will be submitted.

e INTERIM REPORT - DER 83-13 POTENTIAL REPORTABLE DEFICIENCY ARIZONA PUBLIC SERVICE COMPANY (APS)
PVNGS UNIT 1 I.
POTENTIAL PROBLEM A jurisdictional boundary condition has been identified wherein APS Maintenance /Opertions inadvertently completed the final termination of certain cables as specified in Test Exception Reports. These reports were issued when incomplete items were found during the startup acceptance phase of construction. APS Maintenance / Operations did not use established site construction procedures while performing this work.
APS Quality Assurance Stop Work Notice No. S-83-006 was issued to stop all work of this type. Per Stop Work Notice S-83-006, the specified corrective action requires adequate procedures, documentation and training to assure that the work performed by APS Maintenance / Operations would be performed in accordance with established site construction procedures and installation specifications. This Deficiency Evaluation Report was initiated to evaluate whether any of the work completed would impair the function of any safety related systems or equipment.
II.
APPROACH TO AND STATUS OF PROPOSED RESOLUTION i
The necessary procedural and training requirements have been i
implemented to remove the Stop Work Notice. The two (2) cable l
terminations (lER10ACIRJ and lERC10AClRC) initially identified as l
indeterminate, have been inspected and accepted as satisfactory.
l APS Maintenance / Operations is currently reviewing the one hundred twenty-three (123) completed electrical work orders to establish definitive dispositions for acceptability of work and documentation previously completed.
III. PROJECTED COMPLETION OF CORRECTIVE ACTION AND SUBMITTAL OF Tile FINAL REPORT Evaluation of this condition and submittal of the Final Report is I
forecast to be completed by June 14, 1983.
