Dear Mr. Collins:

Failure of Reactor Trip Breakers (Westinghouse DB-50) to Open on Automatic Trip Signal (IE Bulletin 83-01)

The subject bulletin describes an event at Salem Unit 1 in which Westinghouse DB type reactor trip breakers failed to trip open on receipt of an automatic trip signal from the reactor protection system (RPS).

The reactor trip was then initiated manually.

For those utilities not using the Westinghouse DB type breakers using the undervoltage trip attachment in their RPS, the bulletin requested a negative declaration.

The Omaha Public Power District does not use the Westinghouse DB type breakers in the automatic reactor trip system at the Fort Calhoun Station.

The Fort Calhoun Station RPS utilizes Allen Bradley contactors to interrupt AC power to the CEDM clutch power supplies upon receipt of a trip signal.

Westinghouse JA type molded case circuit breakers provide overcurrent protection to the circuit and manual trip by utilizing the undervoltage coil of the circuit breaker.

Accordingly, the District's evaluation indicates that the Fort Calhoun Station is not subject to the problems associated with the Westinghouse DB type breakers.
