_APPUCATION FOR AMENDMENT TO OPERATING UCENSE Pursuant to Section 50.90 of the regula'.lons of the Nuclear Regulatory Ccmmission, the New York Power Authority, as holder of Facility Operating Ucense No. DPR 59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
The proposed change to the James A. FitzPatrick Technical Specifications adds two now sections,3.11.F and 4.11.F and their associated Bases. These specifications add operability and surveillance requirements for ventilation and air conditioning (HVAC) equipment associated with four environmental enclosures.
The onclosures are installed around two 600 VAC electrical load conters and the two LPCI indopondent power supply charger /;nverters. The load centers and cha gor / inverters are requirod to be operable under post accident conditions, This equipment is not qualified to withstand the local post accident environment. Therefore, enclosures around this equipment were installed to malntain a controlled atmosphere to protect the equipment from postulated harsh enviro: monts.
