OHIO EDIS0N COMPANY PENNSYLVANIA POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 67 to Facility Operating License No. DPR-66 issued to Duquesne Light Company, Ohio Edison Company, and Pennsylvania Power Company (the licensees), which revised Technical Specifications for operation of the l
Beaver Valley Power Station, Unit No.1 (the facility) located in Beaver l
County, Pennsylvania. The amendment is effective as of the date of issuance.
l The amendment changes the Technical Specifications on the membership and l
responsibilities of the Onsite Safety Committee and Offsite Review Committee.

The application for the amendment complies with the standard; and require-l ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's l
rules and regulations.
The Commission has made appropriate ff M* m as required l
l by the Act and the Commission's rules and regulations in 10 CFR L p;..er I, which are set forth in the license amendment.
Prior public notice of this amendment was not required since this amendment does not involve a significant hazards consideration.

The Comission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 151.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
