DPR-66 DUQUESHE LIGHT COMPANY OHIO EDISON COMPANY pef!NSYLVANIA POWER COMPAtlY BEAVER VALLEY POWER STATION, UtlIT 110. 1 DOCKET fl0. 50-334 By letter dated December 6, 1982, the Duquesne Light Company requested a change to the Technical Specifications of Beaver Valley Power Station, Unit No. 1.

The proposed change revised the membership and responsibilities of the Onsite Safety Committee (OSC) and the Offsite Review Committee (ORC).

Our evaluation of the changes is as follows:

Discussion and Evaluation 1.

OSC Mer:bership has been revised to include the Quality Control Engineer.

The addition of this new individual to the OSC does not degrade the composition of the existing group; therefore, this change is acceptable.

2.

ORC Membership has been revised so that the ORC is now chaired by the-Vice President, Nuclear Division. ORC.viembership has been changed to incorporate positions that have been filled as a result of a reorganiza-tion.

This change should enhance the safety of plant operation and will add to the capability of the ORC Membership. The change will also provide assurance of high-level managerial involvement; therefore, the changes _are acceptable.

Eections 6.5.1.6(1) and (j) have been deleted to reduce duplication of requirenents.

Review of implementing procedures is included under OSC review responsibility in Section 6.5.1.6(a) which requires the OSC to review all procedures required by Section 6.8 Procedures.

Review of the Energency Plan is called for on page 8-12 of the Emergency Plan.

Therefore, we find this change to be acceptable.

Section 6.5.2.9 and Section 6.5.2.10 have been revised so that the ORC Chairman is now the Vice President, Nuclear Division and he is respon-sible for approving ORC minutes and reports of reviews.

These proposed changes will provide consistency' within the Technical Specifications and will allow certain important safety review functions to be completed by a higher-level nuclear corporate official than they were previously; therefore, the changes are acceptable.

1 Environmental Consideration We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendment i

involves an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR 51.5(d)(4), that an environmental impact statement or negative declaration and environ-mental impact appraisal need not be prepared in connection with the issuance of this amendment.

I Conclusion We have concluded, based on the considerations discussed above, that:

(1) because the amendment does not involve a significant increase in the probability or consequences of an accident previously evaluated, does not create the possibility of an accident of a type different from any r. valuated previously.. and does not involve a significant reduction -

in a margin of safety, the amendment does not involve a significant hazards consideration (2) there is reasonable assurance that the health i

and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in compliance-with the Commission's regulations and the issuance of this amendment will
