Position for Flow Determination NRC Docket No. 50-373

Dear Sir:

The purpose of this letter is to request the following change in Technical Specifications for LaSalle County Station Unit 1:

Change Request NPF-11/83-04 Revise the Radioactive Effluent Monitoring Section 3.3.7.10 to include Blowdown Pipe Valve Position for Flow Determination. This change is a single issue which does not involve a significant hazards consideration, and, as such, is one example of a Class III amendment.

This proposed change is addressed in the Attachment A and has received onsite and offsite review and approval. Attachment B lists the status of Technical Specification Change Requests for LaSalle. -

Pursuant to 10 CFR 170, this change reflects one example of a Class III amendment. A remittance of $4,000.00 is, therefore, enclosed.

LASALLE COUNTY STATION UNIT 1 Tech Spec Change Request NPF-11/83-04

Subject:

Radioactive Effluent Monitoring

Reference:

LaSalle County Station Tech Spec 3.3.7.10

Background

The proposed Technical Specification change is being requested to increase the channels of instrumentation available for the River Discharge Monitoring System. The change adds discharge valve position indication as a means of determining river discharge flow rate.

Discussion The valve position indication in percent open is an indication that is available for operator's use in the Control Room. A flow curve has been provided so that this indication can be utilized as an accurate I

measurement of discharge flow rate. The flow curve was developed during i pre-operational testing by comparing actual valve position to measured flow rate.

Action statement 102 of Tech Spec 3.3.7.10 identifies the use of valve position when flow indication is not available. The station wants to incorporate valve position as one of two channels which can be used for' maintaining operability of this system. The station also will change i the action statement 102, to identify-that if both flow indication and valve indication are inoperative that all radioactive releases through -

this pathway will be suspended until one channel is returned to operable status.

Conclusion Commonwealth Edison finds no unreviewed safety question involved.
