CLARIFICATION OF THE 1989 ANNUAL ENVIRONMENTAL OPERATING REPORT Appendix B (Environmental Protection Plan) to the Palisades Plc.nt Operating

-License requires submittal of an annual Environmental Operating Report.

The 1989 report was submitted on April 30, 1990.

As a result of a recent internal review, we've determined that one section in the.1989 annual report is misleading and requires clarification.

Section 4.1 of.the Palisades Environmental Protection Plan requires that an unusual or important environmental event be reported to the NRC within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, and followed up with a 30 day report per Subsection 5.4.2, "Non Routine Reports." The plan also requires, in Section 5.4.1, that the Annual Environmental Operating Report include a list of non-routine reports submitted in accordanca with Subsection 5.4.2.

Section 6 of the 1989 annual report, entitled "Non Routine Reports," described two environmental events that occurred at the plant site in 1989.

Our review has shown that because these events did not require either NRC notification dithin 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, or require a followup 30 day non-routine report, neither of these events required a non-routine report per'Section 5.4.2 of the plan and should not have been described in the 1989 annual report.

An amended 1989 annual report is attached.
