PALISADES NUCLEAR PLANT REVISED 1989 ANNUAL NON-RADIOLOGICAL ENVIRONMENTAL OPERATING REPORT
1.0 Background
Appendix B to Provisional Operating License Number DPR-20 for the Palisades Nuclear Plant, Consumers Power Company, is entitled "Environmental Protection Plan (Non-Radiological)." This document requires Consumers Power Company to submit to the Nuclear Regulatory Commission an Annual Environmental Operating Report prior to May 1 which describes implementation of the Environmental Protection Plan during the previous year.
The period covered by this annual report is January 1, 1989 to December 31, 1989.
Palisades operated for 6019.3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> in 1989 producing a net total of 3,635~779 MWH.
This represents 56.9% of the net demonstrated capacity for 1989.
2.0 Environmental Impact Evaluations Several revisions to procedures or modifications to the facility were evaluated using the Environmental Evaluation form for impact on the environment.
One of the evaluations required formal review by the Environmental Department of General Office for impact on the environment.
2.1 Special Test T-282, component Cooling Water release to Lake Michigan was approved by the Michigan Department of Natural Resources (MDNR) as a one time release to occur in March, 1990.
3.0 Additional Activities Authorized Under NPDES The plant received permission from the MDNR in 1987 to discharge rinse water from the Mixed Bed demineralizers to the lake. During 1989, hard piping was installed to allow us to rinse to the lake from the Mixed Bed demineralizers.
No changes to the NPDES were required to accommodate this discharge.
The water quality of the discharge met the requirements in the permit.
