COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446 TRANSHITTAL OF CPSES PHYSICAL SECURITY PLAN, REVISION 20 Gentlemen:

In accordance with 10CFR50.4, enclosed are four (4) copies of the CPSES Physical Security Plan, Revision 20 (Copy Numbers: 13, 14, 15 and 16).

Summary of Changes:

Sections 2.0, 6.1, 10.2, and Appendix A have been changed to reflect changes in organizational titles.

The title changes do not impact the effectiveness of the Security Plan.

Section 6.2.6 has been changed to consolidate all unescorted access clearances into one clearance consistent with the requirements of 10CFR73.56.

Under 10CFR73.56, all personnel eligible for unescorted access are cleared for unrestricted entry into any/all areas.

This change does not impact the effectiveness of the Security Plan.

Section 6.6.2.2 has been changed to allow the Control Room to be a security key point of issuance during normal operations.

The Control Room is already a point of issuance during emergencies and therefore, this change remains consistent with current commitments and does not impact the effectiveness of the Security Plan.

Section 7.1.2 has been changed to allow alternate backup alarm systems, independent of the primary alarm system, to be deployed in the event of a primary alarm system outage.

Page 2 of 2 ED An evaluation conducted per 10CFR50.54(p) has determined that the level of security system performance will be maintained at a level which will ensure protection against radiological sabotage as required by 10CFR73.55 and therefore, does not decrease the safeguards effectiveness of the Physical Security Plan.

The enclosure to this letter contains SAFEGUARDS INFORMATION as defined in 10CFR73.21; consequently, the enclosure should not be placed in the Public Document Room.
