NRC letter dated January 12, 1983 requires that in conjuction with this annual exercise drill, a description of the scope of the exercise and objectives to be fulfilled must be submitted 75 days in advance of the exercise. Attached to this letter is Consumers Power Companys description of scope and objectives for the Palisades Plant Emergency Exercise to be conducted May 24 and 25, 1983.

k 2.0 SCOPE AND OBJECT'VES

j 2.1 Scope l

A. simulated abnormal radiological incident at the Palisades Plant l

will escalate from an Unusual Event to a General Emergency, and j

will involve planned response and recovery actions that include l

emergency classification, notification of offsite organizations l

and plant personsel, simulated actions to correct the emergency conditions, and, initiation of accident assessment and protective actions, as necessary, to cope with the accident. The emergency 6

j will then de-escalate, the Recover Phase will be initiated, and I

this will terminate the Exercise. The Exercise will simulate an

}

l emergency that results in offsite radiological releases which 4

1 require response by offsite emergency response organizations.

2.2 Objectives l

i The major objective of the Exercise is to evaluate the integrated capability and a major portion of the basic elements existing within the onsite and offsite emergency plans and emergency response organizations.

Specific objectives of the Exercise to be i

demonstrated in various phases are listed below. The " free play" l

aspect of the Exercise will be emphasized where practical. The Exercise will:
