Dear Sir:

In Reference (c), we filed an interim 10CFR50.55(e) report regarding the adequacy of Tornado Missile Shield protection on the North and West walls of the Fuel Storage Building.

Description of Potential Deficiency Blue Sheet No. 49 was written by the NRC for Tornado Missile Shields which are provided on North and West walls of the Fuel Storage Building above El. 64'-0 where ductwork penetrates walls. Ductwork is not installed and clear line of sight is available through openings. There is a l'-0 thick slab at El. 64'-0.

Analysis of Safety Implications As per Section 3.5.2 of Final Safety Analysis Report, Spent Fuel Pool Cooling / Cleanup System and Storage Pool is to be protected against Tornado Missiles.

With the present configuration, a Tornado Missile could enter the Fuel Storage Building through the West wall opening but could not enter the Fuel Pool area because of possible angle of entry and thus is in no violation of FSAR commitment.

Starostecki page 2 A Tornado Missile could enter the building through the North wall opening and enter the Spent Fuel Pool area through slab opening which is located south of North wall opening. Damage to Spent Fuel could possibly result. This is in violation of FSAR commitment and is a potential significant design deficiency.

Corrective Action Taken A study has been made to determine the most expeditious method of protecting the contents of the Fuel Storage Building in the unlikely event that a tornado driven missile would enter the HVAC duct opening in the North wall. The result of this study is a preliminary design of a reinforced concrete shield to perform this function.

Additionally, a review of all openings in all seismic Category 1 buildings has been made to determine if similar design deficiencies exist elsewhere. The results of that review reveal that all such openings are 100% tornado missile protected except eleven.

All eleven are missile protected to some degree; most of them to a large degree.

Currently, probability analyses are underway to determine if any of the potential missile " windows" can be disregarded on the basis that there is an extremely low probability that a missile could enter and damage a safety-related system or component. These analyses are scheduled to be complete by July 15, 1983 at which time a final report on this subject will be issued.

This letter is being filed pursuant to the interim reporting provision of 10CFR50.55(c)(3).
