Reference 1) requested additional information concerning the Supply System's response (contained in Reference 2) to the subject noncom-pliance. Reference 3) noted that the Supply System and Ebasco had not agreed upon a response; however, it was anticipated that a resolution would be reached and a response provided by April 1, 1983.

To date the problem has not been resolved. Supply System Engineering i

has reviewed Ebasco's response to Reference 1) and considers it un-satisfactory in all three areas of NRC concern. Specifically, these areas are:

1) Full Penetration versus Double Butt Welding
2) Testing Subsequent to Rendering Weld Inaccessible
3) Vacuum Box Testing 8304110548 830406

The Supply System Engineering position regarding the areas discussed above has been formally transmitted to Ebasco. Additionally, Ebasco has been requested to reassess their position to assure that the penetration welds are treated in accordance with the rules for unaccessible welds set forth in NE-5211.2.

It is anticipated that the problem can be resolved by June 1, 1983.

A Supply System response to your concerns will be provided by this date. Should you have any questions or desire further information, please contact me directly.
