McGuire Nuclear Station Docket Numbers 50-369 and -370 Catawba Nuclear St'ation Docket Numbers 50-413 and -414 Technical Specification Revision; Change in Control Rod Drop Times Attached is a proposed revision to Technical Specifications, pursuant to 10CFR 50.90, for the McGuire and Catawba Nuclear Stations. The revision will change the value of the required control rod drop time from 3.3 seconds to 2.2 seconds (Technical Specification 3.1.3.4).

The proposed changes to McGuire and Catawba Technical Specifications are contained in Attachment I. A discussion and technical justification of the change appear in Attachment II, and an analysis to support a No Significant Hazards determination is contained in Attachment III.

This enange will make the technical specification value consistent with that used in the FSAR Chapter 15 Safety Analyses.

The FSARs of the two stations will be updated during the first update-following the approval of the amendment request. Copies of this amendment request have been provided to the States of North Carolina and South Carolina.

Please note that this amendment request is related to the startup of McGuire Unit 1 Cycle 8, which is scheduled for November, 1991, in that the safety analyses performed in support of this reload cycle assumed a control rod crop time of 2.2 seconds. Therefore, if this amendment request is not approved there will be a significant impact on our efforts relative to the McGuire Unit 1 Cycle d reload and the associated Technical Specification change that we will be submitting in early June, 1991. Accordingly, I request that this amendment be reviewed at your earliest opportunity. If, during the review, you identify any concerns that could impact the approval of this request, early notification of such concerns could result in prompt resolution, and would be appreciated. ,
