Dear Mr. Ilaynes:

This is an interim report regarding a potential significant deficiency on 4 kV switchgear supplied to Limerick Generating Station by Brown-Boveri Electric, Inc.

l The first item discussed in the reference is loose rulay terminations on the 1000/5 ratio current transformers of the 4 kV safeguard switchgear busses. This connection problem has been corrected with an inspection and l

rework program of all 1000/5 ratio current transformers on the 4 kV safeguard busses. The rework consisted of removing and shortening the screws and securing the conductor terminations. This item one is considered to be "not reportable" because it did not require extensive evaluation, redesign or repair and because it would not have created a substantial safety hazard.

i The second item discussed involves the improper operation of three (3)

Brown-Boveri circuit breakers located in the 4 kV safeguard power system.

These are all identified as model 5HK1200-350 circuit breakers. The deficiencies involved uncontrolled operation of the breakers following the spring charging cycle. During preoperational testing one breaker inadvertently closed following completion of spring charging and two others spontaneously and continuously closed and tripped following the spring charging cycle. Note that the number of breakers is different than given in the 2/25/83 telecon, the preliminary information was inaccurate.

W Mr. Ronald C. Ilaynes The three 4 kV breakers have been returned to Brown-Boveri Electric, Inc. for analysis of the problem (s). When PECO receives Brown-Boveri's report we will be in a position to determine the reportability of the deficiency.

It is expected that this determination will be complete and our report submitted to you by June 25, 1983.
