BV-1 Docket No. 50-334, License No. DPR-66 i BV-2 Docket No. 50-412, License No. NPF-73 l Proposed Operating License Change Request Nos. 1A-216 and 2A-83 Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of changes to the j technical specifications. The proposed- changes revise Section 6,  ;

Administrative Controls, and include line-item improvements suggested j by Generic Letter 93-07, elimination of specified audit frequencies,  !

editorial changes resulting from regulatory action or organizational changes and updates to the Unit 2 License Conditions to reflect completion of activities, The proposed technical specification changes for Unit No. 1 and Unit No. '2- are presented in Attachmentc A-1 and A-2, respectively.

The safety analysis (including the no significant hazards evaluation) is presented in Attachment B. The typed replacement technical specification page(s) are presented in Attachments C-1 and C-2, and the UFSAR changes are presented in Attachments D-1 and D-2.

l This change has been reviewed by the Onsite Safety Committee and i Offsite Review Committee. The change was determined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.
