IE Inspection Report 83-01 The subject Inspection Report, dated February 11, 1983, identified one violation regarding the apparent failure to follow written procedures by not recording a jumper in the jumper log at Fort Calhoun Station. OMAllA PUBLIC POWER DISTRICT'S RESPONSE TO IE INSPECTION REPORT 8 3-01 Violation Failure to Follow Procedures Technical Specification 5.8.1 requires that " written pro-cedures . be established, implemented, and maintained that meet or exceed the mininum requirements of Sectionn 5.1 and 5.3 of ANSI N18.7-1972, and Appendix A of USNRC Regulatory Guide 1.33. f Standing Order G-7 establishes the Operating Manual and states in Section 1.3 that " adherence to (the) Operating Manual is mandatory." Contrary to the above, the licensee failed to enter tempo-rary jumpers (wire llCV-1749 and V6 to VIAS) into-the jumper log as required by Step P.l.a(18) of Surveillance Procedure ST-CONT-7, " Type 'A' Test (Containment)."

Response

1. Corrective steps which have been taken and the results achieved. Verification that the jumpers were, in. fact,-removed from the circuit in question was made on January 5, 1983, when the incident was discovered. All personnel involved in this incident have been reinstructed on the use of jumpers at.the Fort Calhoun Station. The reinstruction of theseJpersonnel should reduce the probability for recurrence of this in-cident. 2. Corrective steps which will be taken to avoid'further violations. t In addition to retraining indiviivals involved with jumpers i installation, the District is . citing Standing Order O-25' which governs the - use of elet r :a1 jumpers and blocks.
