1.0 INTRODUCTION

By application for license amendment dated January 27, 1993, and clarifying information dated April 20, 1994, Union Electric Company (the licensee),. requested changes to Technical Specifications (TS) for the Callaway Plant, Unit 1.

The proposed amendment would change TS 6.3.1.2, to allow either the Health Physics Superintendent or the Health Physics, Operations Supervisor to be designated as Radiation Protection Manager (RPM).

The April 20, 1994, submittal provided clarifying informantion which did not affect the initial proposed no significant hazards consideration determination.

2.0 EVALVATION The existing Technical Specification Section 6.3.1.2 states that the Superintendent, Health Physics, shall meet or exceed the qualification criteria l

for the RPM position as required in NRC Regulatory Guide 1.8, " Personnel Selection and Training" (September 1975). The Callaway Health Physics department is structured such that there are two positions which report directly to the Superintendent, Health Physics. These positions are the Supervisor, Health Physics, Operations and the Supervisor, Health Physics, Technical Support. Only the Supervisor, Health Physics, Operations, has line responsibility for operational health physics of the facility. Therefore, the person in this position would also satisfy the experience criterion provided in Regulatory Guide 1.8 (September 1975) which states that the Radiation Protection Manager must have professional experience in applied radiation protection.

Guidance provided in NUREG/CR-5569, " Health Physics Position Data Base," establishes line responsibility as a radiation protection experience component.

The proposed change to TS Section 6.3.1.2 states that the " Radiation Protection Manager shall be a supervisor with line responsibility for operational health physics who meets or exceeds the qualifications of Regulatory Guide 1.8, September 1975 for a Radiation Protection Manager." The change, therefore, will permit either the Superintendent, Health Physics or the Supervisor, Health Physics, Operations to serve as the RPM. The change to Section 6.3.1.2 will enable the licensee to designate the Supervisor, Health Physics, Operations as RPM in the event that the Superintendent, Health Physics does not meet the qualification criteria of Regulatory Guide 1.8 (September 1975). the Plant Manager. The TS change allows the licensee more flexibility to votate management personnel into the position of Superintendent, Health Physics.

The staff position, referenced in draft NUREG-0731, Guidelines for Utility Management Structures and Technical Resources," is that the person serving as the RPM report directly to the Plant Manager and report at the same level as the Superintendent, Operations. At Callaway, this position is normally held by the Superintendent, Health Physics. However, in the event that the individual in this position does not meet the qualification criteria of Regulatory Guide 1.8 (September 1975), the staff agrees that the Supervisor, Health Physics, Operations can serve as the RPM.

On the basis of the above evaluation, the staff has determined that the pmposed change to Technical Specification Section 6.3.1.2 is acceptable.

3.0 STATE CONSULTATION

4.0 ENVIRONMENTAL CONSIDERATION

l The amendment changes recordkeeping, reporting, or administrative procedures or j

requirements.

Accordingly, the amendment meets the eligibility criteria for l

categorical exclusion set forth in 10 CFR Section 51.22(c)(10).

Pursuant to 10 l

CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

5.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
