,o SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 94 TO FACILITY OPERATING LICENSE NO. NPF-49 NORTHEAST NUCLEAR ENERGY COMPANY. ET AL.
MILLSTONE NUCLEAR POWER STATION. UNIT NO. 3 DOCKET N0, 50-423
1.0 INTRODUCTION
By letter dated May 27, 1994, the Northeast Nuclear Energy Company (NNECo) requested an amendment to Technical Specification (TS) Section 6.3.1 for Millstone, Unit No. 3.
The requested amendment would (1) add a one-time, 3-year exception to the qualification requirements for the Operations Manager to allow the Operations Manager to have held a senior reactor license at a pressurized water reactor other than Millstone, Unit No. 3, and (2) add a one-time 3-year requirement that at least one of the Operations Assistants hold a senior reactor operator license.
2.0 EVALUATION Section 6.3.1 of the Millstone, Unit No. 3 TS' requires each member of the facility to meet or exceed the minimum qualifications of ANSI N18.1-1971,
" Selection and Training of Nuclear Power Plant Personnel." ANSI N18.1-1971, which is endorsed by Reg Guide 1.8 Revision 2, " Qualification and Training of Personnel for Nuclear Power Reactors," requires the Operations Manager, at the time of " appointment to the active position," to hold a senior reactor operator (SRO) license.
In their submittal dated May 27, 1994, NNECo requested a one-time, 2-year exception to this requirement. The exception would (1) require the individual who will serve as the Operations Manager to

have held an SR0 license at another pressurized water reactor, and (2) require at least one of the Operations Assistants to hold an Millstone, Unit No. 3 SR0 license. This modification would allow the individual who will serve as the Operations Manager to become licensed as a Millstone, Unit No. 3 SRO.
The individual serving as Operations Assistant would be required to provide the technical guidance normally required of the Operations Manager.
The staff concludes that during the 3-year period of the exception, either the Operations Manager or Operations Assistant holding an Millstone, Unit No. 3 SR0 license, is consistent with the requirements of Reg Guide 1.8 Revision 2 and ANSI N18.1-1971, and ensures there is site-specific detailed relevant technical and systems knowledge in a senior operations management position.

. Technical Specifications modifying the requirements for the operations management individual required to hold a valid Millstone, Unit No. 3 SR0 license is consistent with and meets the intent of Reg Guide 1.8 Revision 2 and is, therefore, acceptable.
3.0 STATE CONSULTATION
In accordance with the Commission's regulations, the Connecticut State official was notified of the proposed issuance of the amendment. The State official had no comments.
4.0 ENVIRONMENTAL CONSIDERATION
The amendment relates to changes in recordkeeping, reporting, on administrative procedures on requirements.
Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
5.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
