'No'alternato examinations are being proposed. The required examinations will be performed. The only change will be the time the examinations will be performed.

Basis For Roquesting Rolleft i

The McGuiro.insarvice plan consists of ton planned refueling outages within the ton yone inservice interval.

Our present plans are to change our' fuel.from a Westinghouso design to a habcock and Wilcox fuel design.

This chango will.be over more than one coro-load and will increaso the on-linotimoof'theplantduringthefirsttonyearsofoperationLlt thereby, reducing the number of scheduled refueling outages from ton.to.

i sovon outages.

As a result of this chango, the actual inservico inspectica time has~been reduced by three refueling outages.

If the required inservice hydrostatic tests are imposed in the existing ton year-interval to include the additional =12 months allowed by 10 CFR 55a, McGuiro Unit I would.bo required to romain in an outage in.1991 for an additional throo months.

November 19, 1990 U.S. Nuclear Regulatory Commission Relief Request No. 90-02 Page No. 2 The McGuire Unit 1 inservice inspection interval began on December 1, 1981. Our evaluation of the results of our inservice program thus far indicate that extending the McGuire Unit 1 inservice inspection interval for the purpose of completing these hydrostatic tests would not endanger the quality of operations nor affect the health and safety of the public. Therefore, we believe the burden of extending a normal refueling outage by three months outweighs the benefit of imposing the requirement during the normally scheduled inservice interval.

i Our request'would change the required completion date for the hydrostatic tests from December 1, 1992 to December 1, 1993.

By this latter date. we will have ecmpleted the required inservice hydrostatic tests.
