Dear Sir:
The NRC was notified of a potentially reportable deficiency in Reference (A), an Interim Report was transmitted by Reference (B), and a Time Extension was requestel by Reference (C). At that time, it was estimated that a determination of reportability would be available by March 25, 1983.
Due to the extensive investigation and evaluation required, a revised Interim Report is attached. It is now expected that this information will be finalized by May 9, 1983, at which time a complete report will be submitted.

INTERIM REPORT - REVISION 1 - DER 82-52 POTENTIAL REPORTABLE DEFICIENCY ARIZONA'PUBLIC SERVICE COMPANY (APS)

- I.
POTENTIAL PROBLEM.
Rochester Specification Technical Manual (Bechtel Log No.
N001-13.06-87) requirements for ESFAS Equipment supplied by Combustion Engineering (C-E) as part of the NSSS'are:
o' Fix Deadband: Less than 1% of' span (20MV) o Repeatability 0.5%
o Each Ground Detector must monitor the ESFAS DC Power Supplies and alarm when resistance to ground is less than 100 KEL.
During perforcance testing, subject equipment failed to meet performance requirements as-follows:
o Deadband at 100 KJLwas as 12KIL.
Repeatability at 100KsLwas as high as 100% (appeared to worsen o
with time).
o Relays malfunctioned in three (3) out of (4) units.
II. APPROACH TO AND STATUS OF PROPOSED RESOLUTION A. review of the subject condition by C-E,and by Rochester has led to the determination that the specified deadband performance requirements are too stringent for the particular application of the Ground Detectors. Rochester is. currently developing new deadband'
. performance specifications with acceptance criteria that appropriately reflect the use of the equipment.
III. PROJECTED COMPLETION OF CORRECTIVE ACTION AND SUBMITTAL OF THE FINAL REPORT Evaluation of this condition and submittal of the Final Report is forecast to be completed by May 9, 1983.
