Niagara Mohawk Power Corporation hereby transmits an Application for Amendment to Nine Mile Point Unit 2 Operating License NPF-69. Also enclosed are proposed changes to the Technical Specifications set forth in Appendix A to the above mentioned License.

Supporting information and analyses demonstrating that the proposed changes involve no significant hazards consideration pursuant to 10 CFR 50.92 are included as Attachment B.

The proposed Technical Specification changes contained herein represent a revision to Specification 3/4.6.1.3, " Primary Containment Air Locks." Specification 3/4.6.1.3, in part, requires that the interlock mechanism associated with each primary containment air lock be verified operable every six months. These interlocks prevent primary containment air lock doors in the same penetration from being opened simultaneously. Niagara Mohawk proposes to revise Specification 3/4.6.1.3 to allow continued plant operation if an interlock becomes inoperable as long as an operable door is locked shut and periodically checked as being locked shut. Locking an operable door shut assures that at least one air lock door is closed and provides the intended function of the interlock mechanism. With the existing Specification, an inoperable interlock could result in an unnecessary plant shutdown. The proposed changes are consistent with NUREG-1433, " Improved Standard Technical Specifications."

The next emergency air lock interlock test is scheduled to be performed no later than November 13,1994, or with the 25 percent extension, December 29,1994. Because of the current emergency air lock configuration, performance of the interlock test would result in a loss of containment integrity and require a plant shutdown. Approval of this Application for Amendment would allow continued plant operation. Therefore, approval is requested by December 1,1994, to provide Niagara Mohawk sufficient time to implement the app oved Amendment and to avoid a plant shutdown.
