Dear Sir:
In References (c), (d), and (e), we filed Interim 10CFR50.55(e) Reports regarding power surges in the Solid State Protection System which may disable a protection circuit.
It was also indicated that this item is considered reportable under 10CFR50.55(e).
Description of Deficiency A pushbutton test switch in the Solid State Protection System which fails to return to its normal (nontest) position af ter release of the pushbutton could result in 120 V ac being applied to a proving lamp (which receives 15 V de during the test) if safeguards actuation were called for by the logic contacts. The current through the proving lamp could cause it to burn open before the output relay (s) energized.

Mr. Richard W. Starostecki, Director Page 2 redundant safeguards actuation train must be assumed to similarly, if not identically, fail (see figure " Simplified Sketch of Typical Safeguards Actuation Relay Testing in the SSPS" included in Reference (e)).
Corrective Action Westinghouse has developed pennanent hardware modif. cations which will provide detectability of a potential failure in the output relay test
- 1rcuitry of the Solid State Protection System.
This minor hardware modification would eliminate the additional testing recommended in Reference (e) as an interim measure and the need for using the safeguards test cabinets for detecting a potential failure.
The field modification will remove the nonnally open test pushbutton contact from the mastcr relay coil circuits (see figure " Simplified Sketch of Typical Safeguards Actuation Relay Testing in the SSPS" included in Reference (e)). The result of this modification is that the only action which will cause the continuity test lamps to go out af ter releasing one of the test pushbuttons is the closure of the lamp shunting contact (see figure " Output Relay Test Circuit for Expanded 2-Train SSPS" enclosed). This provides a direct and positive indication of reestablishment of the slave relay coil circuit and proper circuit configuration for safeguards device actuation.
Westinghouse will supply field kits to modify the Solid State Protection System as well as all appropriate documentation. We will submit a final report to Region I upon verification that the modifications to the Solid State
- Protection System have been completed.
No schedule for corrective action is available at this time. We will provide a status report by January 5,1984, if a final report has not been filed by that time.
