Organizational Assignment of Training
Dear Mr. Keppler:
Illinois Power company letter of January 28, 1983, in part, reported the assignment of the construction training organization to Baldwin Associates Quality and Technical Services (BA Q&TS) in January 1982.
This change was intended to increase emphasis on quality assurance in the training program.

This change has been evaluated in view of the current and projected quality assurance workload in the BA Q&TS organization.
The conclusion is that the organizational assignment of training to the BA Q&TS organization is undesirable for the long term

because it detracts from the management attention available for quality assurance matters.
7-Accordingly, the training organization will be reassigned to report to the Vice President.
A plan which controls the transition from construction to operational training, and INPO 7-accreditation, will be implemented by January 1, 1984.
