Notification of a Defect Relating to the Rules of 10CFR21 This is in accordance with Gibbs & Hill's letter of May 23, 1983 whereby we have notified you of a potential defect under 10CFR21, associated with the component cooling water system of Comanche Peak Steam Electric Station.
We have completed our evaluation and determined that the matter is reportable in accordance with the rules of 10CFR21.
The description of the defect is presented in the attached documents.
We have informed the appropriate official of the Licensee.
Corrective action is being initiated and is currently underway.
We have similarly advised the Licensee of Ft. Calhoun Unit #1, (Omaha Public Power District) of this notification.

A defect exists in the component cooling system.
The non-safeguards portion of the system is not isolated automatically in case of a failure in its pressure boundary.

This was initially reported to NRC Region IV, via G&H's letter dated May 23, 1983.
Description of Safety Hazard:
Loss of pressure integrity of the equipment in question could result in a loss of function of the component cooling water system, thereby reducing the degree of protection provided to public health and safety.
