Dead Battery on Backup Emergency Diesel Fire Pump

Dear Mr. Seidle:

This letter provides the final report on the potential 10CFR50.55(e) matter concerning failure of the battery on the backup diesel fire pump. This item was initially reported by Mr. Otto Maynard of Kansas Gas and Electric Company (KG&E) to Mr. Dayle Hunnicutt of the Nuclear Regulatory Commission, Region IV, on June 10, 1983.

The Wolf Creek fire protection system utilizes a diesel driven pump as a backup to an electric motor driven pump.

During a recent routine test of the diesel driven fire pump, it was found that the diesel's battery had insufficient charge to start the engine. A test of the battery determined that two cells were dead.

The battery in question has been replaced and a maintenance / surveillance program is now in place to periodically check the condition of the diesel fire pump battery. During plant operations, the maintenance / surveillance program will be required by Technical Specifications and if the battery begins to degrade, this condition will be identified and corrected.

Af ter evaluation of this concern, KG&E has concluded that the battery is not safety-related and that its failure is not reportable pursuant to 10CFR50.55(e). Therefore, KG&E withdraws the potential 10CFR50.55(e) report concerning the battery failure on the diesel fire penp.
