Dear Sir:

Pursuant to 10CFR part 50.90, Boston Edison Company hereby proposes the following modification to Facility Operating License No. OPR-35, Appendix A. The proposed modification is described in the Attachment to this letter.

This proposed modification should be treated as the initial segment of a total of seven submittals addressing the fire protection issue. In accordance with our request in Reference A, we are requesting that a single amendment be issued upon satisfactory review of all our submittals. To facilitate your review, our final submittal will include all of the previous submittals on this issue, in effect, submitting completely revised Technical Specification Section 3/4.12 LC0's and Surveillances.

10. The changes shown in Numbers 1-9 above are addressed in new Section 3.12.G,

" Alternate Shutdown Panels", which is part of this Attachment. Refer to new Section 3.12.G for specific additions to the Technical Specifications. Please note that Section 3.12, " Fire Protection," will be entirely rewritten. The attached Section 3.12.G is submitted as the initial segment of seven segments scheduled for review.

11. The new bases for proposed Section 3.12.G, " Alternate Shutdown Panels" are enclosed as part of this Attachment. The BASES for Section 3.12, " Fire Protection", will be completely rewritten. The attached BASES are submitted as the initial segment of seven segments scheduled for review.

Reason for Change These changes are proposed to incorporate the requirements for the Alternate Shutdown Panels into a separate section of the Technical Specifications. Con-solidation of these requirements will clarify the Limiting Conditions for Opera-tion and the Surveillance Requirements.

Safety Considerations These changes do not present an unreviewed safety question as defined in 10CFR 50.59. It has been reviewed and approved by the Operations Review Committee and reviewed by the Nuclear Safety Review and Audit Conmittee.

Significant Hazards Considerations These changes do not present a significant hazard as defined in 10CFR50.92(c), in that these changes do not involve a significant increase in the probability or I

consequence of an accident previously evaluated, do not create the possibility of an accident different from those previously evaluated, nor do these changes involve a significant reduction in a safety margin.

Schedule of Change As stated in our letter of May 13, 1983, we expect the NRC to issue the seven submittals as a single amendment. This amendment will be effective upon our receipt of its approval by NRC.

Fee Determination Pursuant to 10CFR170.12, Boston Edison Company proposes this as one segment of the Fire Protection submittal, which, when taken as a whole will be classified as a Class III amendment. Accordingly, a check for $4000 will be transmitted with the final segment of this amendment request.
