Dear Mr. Seidle:
Activation of the Emergency Operations Facility for the Fort Calhoun Station Effective February 1,1983, the Omaha Public Power District's new Emergency Operations Facility (E0F), located near the main entrance to the North Omaha Station site, was declared operational, except as noted below. The interim EOF, located at the Fort Calhoun Station site, has been deactivated as an EOF. The backup E0F, located in the North Omaha Station basement area, has also been deactivated. The Radiological Emergency Response Plan and Emergency Plan Implementing Procedures have been revised to reflect the operation of the new E0F. All personnel required to report to the E0F have also received instructional inform-ation on the new facility.
The emergency functions performed at the new E0F will be:
(1) Management of overall licensee emergency response.
(2) Coordination of radiological and environmental assessments.
l (3) Determination of recommended public protective actions.
(4) Organization and management of offsite resources to support the Plant Operations and Technical Support Center staffs.
I The new EOF contains adequate facilities for effective emergency re-i sponse, but will not be considered fully operational until the data acquisition system is installed and operational and the ENS /HPN tele-

phones are installed. The District's schedule for implementation of the E0F data acquisition system will be addressed in response to ONRR's Generic Letter 82-33, due April 15, 1983.

.- ag Mr. W. C. Seidle LIC-83-031 Page Two office dated November 19, 1982 requested that the ENS /HPN telephones be installed; however, your letter of January 17, 1983 indicated that it would be approximately another 90 days until these telephones are in-s talled.
In the interim, adequate commercial telephone systems exist to ensure proper and necessary communications can be maintained.
