Dear Mr. Dircks:

In accordance with the proposed Federal Emergency Management Agency (FEMA) rule, 44 CFR 350, the Commonwealth of Virginia submitted its Radiological Emergency Response Plan and local plans related to the North Anna Nuclear Power Station to the Regional Director of FEMA Region III for FEMA review and approval. The Regional Director forwarded his evaluation of the Commonwealth of Virginia plan and the local plans to me in accordance with Section 350.11 of the proposed rule. His submission included an evaluation of the exercises conducted August 16, 1980 and September 18, 1982, and a report of the public meeting held at the Louisa County High School on July 16, 1981, to explain the site-specific aspects of the plans. The exercises demonstrated successful and adequate tests of Commonwealth and local government response.

Based on an overall evaluation, I find and determine that, subject to the condition stated below, the plans and preparedness for offsite protection near the North Anna Nuclear Power Station are adequate to protect the health and safety of the public and that there is reasonable assurance that the appropriate protective measures can and will be applied of fsite in the event of a radiological emergency. ..The North Anna Nuclear Power Station has completed installation of a siren system for alerting and notification of the public and it is now in operation. However, the adequecy of this system has not yet been verified for compliance with the Criteria of Appendix 3 of NUREC-0654/ FEMA-REP-1, Revision 1.

Accordingly, I approve the Commonwealth of Virginia and the local plans relative to the North Anna Nuclear Power Station subject to the verification by FEMA of the adequacy of the alerting and notification system.
