Dear Mr. Crutchfield:

Subj ect: Oyster Creek Nuclear Generating Station Doeket No. 50-219 Purge and Vent Valves Your letter dated February 10, 1983 requested certain information and documentation on containment vent and purge valves. The letter implies that new vent and purge valves should have been installed by April 1982.

Your assumption was bsed upon an October 1981 telephone conversation. As you are aware, we have communicated several times on this issue since October 1981. There was a meeting held on December 11, 1981 between GPUN and your staf f to discuss delaying the implementation of various regulatory required modifications. During this meeting, we proposed that the vent and purge replacement be delayed until the cycle 11 refueling outage. This position was formalized by us in our December 24, 1981 subittal to the Director, Nuclear Reactor Regulation. Since that time there have been several conversations between your staf f and my staf f, and most recently we received a letter from you dated January 17, 1983 to Mr. P.R. Clark of GPU Nuclear. These communications all indicate that your staff's current position on this item is that the vent and purge valves are to be replaced, as GPUN had requested, during the cycle 11 outage. Af ter the valves are installed, we will provide a description of the valve qualification program utilized.
