Docket No. 50-335 IE Inspection Report 82-36 L
Fi ndi ng :
10 CFR 50, Appendix B, Criterion V and the accepted QA program TQR 5.0 require that activities affecting quality be accomplisned in r,
accordance with instructions, procedures or drawings.
10 CFR 50, Appendix B Criterion XV and TQR 15'.0 require that measures shall be si
?
established to control components which do not conform to i,-
requirements in order to prevent their inadvertent use or (i.
i ns tal la tion.
Implementing quality procedure 15.2 requires that g
items which are to be limited in use shall have tne applicable controlling devices tagged using " caution" tags wnicn describe the limitation.
In October 1982, non-seismic qualified pressure gauges were installed in the energency diesel generator soak back oil lines and were evaluated as suitable-for-use if the gauge cutout valves were shut except when reading the gauges.
Contrary to the above, on October 8,1982, the inspector ooserved that four gauge cutout valves were not tagged with caution tags and were, in fact, left open for several days.
Res ponse:
1.
FPL concurs wi th the findi ng.
y.
2.
The finding occurred because the operations department was not aware tnat the gauges were non-seitmic.
t 3.
As corrective action, caution tags were nung and the valves were closed at the time of notification on October 8,1982, r.
4 As future corrective action, the technical staff will notify the responsible departments when equipment witn restrictions is installed pursuant to plant change / modi fications.
5.
Full compliance was achieved October 8,1982.
