DOCKET NOS. 50-266 AND 50-301 REQUEST FOR EXTENSION OF DEADLINE FOR CERTAIN ENVIRONMENTAL QUALIFICATION ITEMS POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 The NRC Safety Evaluation Report (SER) dated December 22, 1982 regard-ing " Environmental Qualification of Safety-Related Electrical Equipment" at Point Beach Nuclear Plant (PBNP), Units 1 and 2, listed a number of equipment items in NRC Qualification Categories II.A, " Equipment Qualification Not Estab-lished" and II.C, " Equipment Satisfies All Requirements Except Qualified Life or Replacement Schedule Justified." Our letter to you dated February 18, 1983 regarding " Revised Response Regarding Environmental Qualification of Safety-Related Electrical Equipment" stated our intent to arrange a meeting with your Staff, specifically Equipment Qualification Branch personnel, to review our supplemental qualification documentation and resolve the documentation deficien-cies in order to establish qualification for each of those equipment items. We subsequently requested such a meeting through our NRC Project Manager. Your Staff has not yet proposed a date for such a meeting. . We believe that we have assembled sufficient additional documentation to establish the environmental qualification of each of the equipment items. This documentation will be avail-able for NRC audit in our equipment qualification file by the environmental qualification deadline imposed by 10 CFR 50.49(g). In addition, the February 18 letter also provided justifications for continued operation (JCOs) until the supplemental documentation could be assembled to address the documentation deficiencies noted in the SER for those items. These JCOs still apply. There-fore, we believe that PBNP can continue to operate safely until these document-ation deficiencies are officially resolved.

Paragraph (g) of rule 10 CFR 50.49, " Environmental Qualification of Electric Equipment Important to Safety for Nuclear Power Plants", requires that each holder of an operating license establish a goal of final environmental qualification of the electric equipment within the scope of the rule "by the end of the second refueling outage after March 31, 1982 . . . l Mr. H. R. Denton June 22, 1983 this deadline to a date no later than November 30, 1985 . . ." The second refueling outage after March 31, 1982 for PBNP, Unit 2, is now expected to end on June 29, 1983. We have not yet had an opportunity to meet with your Staff to present supplemental qualification documentation and resolve the documentation deficiencies noted in the SER. Therefore, an extension of the environmental qualification deadline is requested for those PBNP equipment items listed by the SER in NRC Qualification Categories II.A and II.C until three months after a meeting is held with the Staff to resolve the deficiencies. This requested extension is in addition to the extensions requested by our letters dated May 4, 1983, " Request for Extension of Environmental Qualification Deadline", and May 20,1983, " Environmental Qualification of Electric Equipment Important to Safety Within the Scope of 10 CFR 50.49." These letters requested extensions of the environmental qualification deadline for Foxboro and DeLaval Gems Transmitters, Conax Resistance Temperature Detectors, "Certain post-accident monitoring equip-ment" within the scope of 10 CFR 50.49(b)(3), and the solenoid valves and limit switches associated with the feedwater control and bypass valves.
