Illinois Power Company has taken significant steps to comply with and be responsive to NRC concerns and require-ments addressed in the four (4) letters identified above.
These actions are included in the IPC Improvement Program, consisting of the Quality Recovery Program, Verification Program, and the Nuclear Program Management Plan.

o J. G. Kr.ppler March 16, 1983 Included in the Quality Recovery Program, but separate from the stop work recovery plans, are several major items summarized as follows:
A Comprehensive corrective Action Program is in place; Staffing of IP QA and BA QA has been evaluated and determined to be adequate to support the project, future adjustments have been identified; An effective QA audit and surveillance program has been established; An interim traveler tracking system has been established and is functional; a more sophisticated tracking system (intended to be permanent) is being developed; An interim planning and scheduling system has been established and is in place.
Illinois Power Company requests that Dcgion III personnel review these actions, programs, and controls, which are separate from the stop work recovery actions, to verify their implementation and adequacy in accomplishing the objectives of the IPC Improvement Program and satisfying the requirements of the NRC letters.
The significant actions addressed above should allow systematic resumption of work in accordance with established recovery plans, enhanced work controls, and quality programs.
In addition, an indepth review of the schedule is in progress and a revised critical path to completion will be established by the end of May, 1983.
I trust that this letter provides you with an adequate update of our Improvement Program.
