Beaver Valley Power Station, Unit No. 1 Docket No. 50-334, License No. DPR-66 Technical Specification Safety Action Review Gentlemen: This letter is in response to your letter of February 28, 1983 (Blocking of Steamline High Differential Pressure Safety Injection Signal During Cooldown). We have reviewed Tables 3.3-1 and 3.3-3 of our Technical Specifications and have identified several other conditions under which safety system actuations are blocked by an operating bypass. These operating bypasses are detailed in the logic diagrams in the FSAR Section 7.2, and are standard Westinghouse NSSS equipment. It appears that the methodology applied to the safety system actuation descriptions in Tables-S;3-1 and 3.3-3 of our Technical Specifications and the Standard Technical Specifications (STS) is inconsistent. We would recommend that the STS be amended to reflect all plant specific l operating bypasses that are detailed in the FSAR logic diagrams. When the OSC and ORC reviews are complete, we will submit the revisions to our Technical Specifications necessary to reflect the plant specific operating bypasses as described in the FSAR logic diagrams.
