Component Testing
Dear Mr. Seidle :
This letter provides the final report on a potential 10CFR50.55(e) matter concerning Kansas Gas and Electric Company's (KG&E) component testing program. This item was initially reported by Mr. Earl Creel of KG&E to Mr. William Johnson of the Nuclear Regulatory Commission, Region IV, on February 9,1983.
The KG&E Quality Assurance organization performed an audit and a sur-veillance of Startup's component test program. Several concerns were identified which led the Quality Assurance personnel to believe that certain aspects of the program were not in full compliance with program requirements.
As a result of the audit and surveillai.ce findings, KG&E stopped the testing of safety-related components until the concerns identified in the two reports could be resolved. This resolution consisted of a review of all quality requirements and regulatory commitments pertaining l
to the component test program; a review of and revision to appropriate administrative procedures to ensure consistency with programmatic require-ments; and review of all component test procedures, and revisions where appropriate, to ensure that Acceptance Criteria and Test Objectives are clearly defined and meet all stated objectives. In addition, the discipline supervisors performed a technical review of all revised procedures to determine if retesting was required. None was required. Mr. W.C. Seidle KMLNRC 83-073 June 17, 1983 review of each procedure was completed by the Startup Manager. With Startup Quality Control conducting verification of initial usage of the revised component test procedures, no significant discrepancies were found. With these actions completed, we have resumed the component test program in its entirety.
Af ter a thorough review of this matter, KG&E concluded _ that although procedural revisions were needed to enhance the component testing program,
' there were no significant deficiencies in design or construction which would have adversely affected the safety of operations. Therefore, this matter is being withdrawn as a potential 10CFR50.55(e). Supporting documentation of this review is available for NRC review at KG&E's offices.
